Singapore Accreditation Council (SAC) to Develop Accreditation for ISO 29990:2010 – Basic Requirements for Service Providers
It was announced at the recent Quality and Standards Conference 2014 held in Singapore that a new accreditation scheme will be developed by the Singapore Accreditation Council for learning service provider certification to support the Ministry of Manpower (MOM) in improving the quality of the learning service providers in Singapore. ISO 29990:2010 – Learning services for non-formal education and training – basic requirements for service providers, will thus be the latest standard with accreditation from SAC.
ISO 29990:2010 – A Mandatory Certification for Learning Service Providers Conducting MOM Training Courses
This new accreditation scheme for Singapore Accreditation Council comes in line with the new mandate set by MOM for Learning Service Providers to be able to conduct certain trainings. One such training course that was identified would be the Construction Safety Orientation Course (CSOC) under the Work Safety and Health Council (WSH Council). It is now mandatory to be ISO 29990 certified in order to fulfil the Approved Training Provider (ATP) criteria.
With this, the new accreditation by SAC will be based on ISO 29990:2010 as well as technical notes provided by MOM. Currently, the scheme is still in the process of being finalised by SAC and MOM, and will be made available for certification bodies to be accredited once the technicalities and scope is finalised.
What It Means for Learning Service Providers
The introduction of this mandatory certification will mean that Learning Service Providers who are currently providing the CSOC training will have to achieve certification of ISO 29990 upon the renewal of their ATP status, or will risk being rejected of a renewal if they do not have the certification in place. This will also mean that MOM will be able to ensure that businesses obtaining training courses will be assured that their staffs are being trained properly by certified ATPs.
